Vinod, yes one can. Note that the person has to first get the AFIP cleared (awarded) before FIP forwards the application for AFIAP to FIAP. To enable such attempts in a single year, FIP usually keeps the timeline for AFIP applications slightly ahead of the timeline for AFIAP applications.
